I did not upgrade to the larger xbox 360 size; I have the default/smaller one. I erased 2 HD movies and then it worked fine. What fixed it for me was simple but not obvious:

I am just a guy who tried to download the maps, it didn't work, and I solved it for my problem. If what I posted doesn't work for you, you need to call Xbox support or look somewhere else.
