I have filed 5 disputes with Paypal because Swoopo will not ship the items I won and paid for right away using Paypal. And not only will Swoopo not respond to my emails, they will have not responded to the Paypal disputes after 2 weeks! I have suggested that Swoopo be banded as a PayPal vender becuase Swoopo is not shipping orders or responding to customer emails. I do get the Swoopo emailed newsletter so I know my email address works however I am not going buy/bid on anything else at swoopo having zero confidence that they are even shipping the items people win on their auction site!

There is no regulation but their managing director has appeared on the BBC in the UK being interview about it. He seemed pretty up front about how they work. Personally I don't think they need to bid up the auctions themselves there are enough greedy and frivolous people out their to make it work without them getting involved.

Quite frankly, there is no certainty or regulation that stops Swoopo from actually bidding up its own auctions either, is there?

Your calculations are right, but your methodology is wrong. You didn't add how much it costs Swoopo to get the 10-20 people onto each auction in real time. eBay pays $79 for each new user. If you add in a customer acquisition price that is half this, then Swoopo doesn't make money. You need to add in all costs, not just receipts.
